Community Appraisal and Motivation Programme (CAMP) is a national non-profit and non-governmental organization established and registered in May 2002, under the Societies Act of 1860 (Registration No. 192/5/2946). CAMP’s ‘Rule of Law Programme in Pakistan’ will undertake two research assessments: Assessing the legal environment of Afghans in Pakistan aims to conduct a detailed research study to examine how Afghan refugees have approached the Pakistan legal system in the absence of refugee law, and what impact this local law has had on their lives as refugees or foreigners. Reforming the tribal jirga system in Pakistan’s tribal areas aims to understand the jirga mechanism, its dynamics and potential for bridging modernity with tradition assessment.

The six month project is financially supported by the German Foreign Office, with legal as well as technical assistance from the Max Planck Institute for Comparative Public Law and International Law from Heidelberg, Germany. The project started on July 1, 2010.

The following are full time positions for 6 months:

Project Manager, Rule of Law (1 position, based in Islamabad)

The Project Manager, Rule of Law will be overall responsible for managing and coordinating the day to day activities of both components of the programme; Refugee Law and Jirga. Reporting to the Programme Manager, the project manager’s primary responsibilities include:

  • Manage the Project team and work closely with them to ensure that the project objectives are met, according to the work plan
  • Ensure smooth operation of the project, including timely narrative and financial reporting to the donor  
  • Submit a monthly report on progress of the project
  • Make periodic monitoring visits to the field sites to ensure smooth and timely implementation of project activities 
  • With support from the Project team, ensure that workshops and other events are well planned and coordinated
  • Work closely with CAMP’s management in developing a future strategy for rule of law programming
  • Develop and implement a security plan for the Project staff, particularly for field staff

 

Requirements:

  • Masters degree in relevant subject
  • 5-8 years managing projects (including operations) in NGO sector
  • Demonstrated ability to manage staff
  • Excellent interpersonal and communication skills
  • English language fluency; Pashto an advantage
  • Willingness to travel frequently

 

Refugee Law Advisor, (1 Position, based in Islamabad)

The Refugee Law Advisor will provide technical/legal expertise for CAMP’s project on ‘Assessing the legal environment of Afghans in Pakistan’ and will design and develop research tools for the project. Reporting to the Project Manager, his/her primary responsibilities will include:

  • Conduct a thorough desk review of available literature and relevant laws to assess the legal situation and protection environment of Afghan refugees in Pakistan including the review of legal cases of convicted and under trial Afghans.
  • Lead the national level stakeholder’s consultation and present a paper at the workshop
  • Work closely with the Project Manager and research team to design the questionnaire for the perception survey, and provide feedback on the field research as and when required.
  • Submit a final technical report at the end of the Project, with recommendations to stakeholders
  • Work closely with CAMP’s management in developing a future strategy for programming in the area of refugee law.

 

Requirements:

  • Master’s or higher degree in law
  • At least 8-10 years experience
  • Thorough understanding of refugee issues, Pakistani Law and international instruments
  • Strong analytical and writing skills
  • English language fluency; Pashto preferred  

 

Legal Advisor, FATA (1 position, based in Islamabad)

The Legal Advisor FATA, in close coordination with the FATA Advisor, will be responsible for providing legal expertise to CAMP’s project on ‘Reforming the tribal jirga system in Pakistan’s tribal areas’. Reporting to the Project Manager, his/her primary responsibilities will include:

  • To conduct a thorough desk review of available literature on Jirga in the tribal areas of Pakistan, and the extent to which jirga impacts on human rights, women rights, minority rights, and international human rights standards.
  • Support the FATA Advisor in conducting national level consultative workshops and present a paper on his/her findings
  •  Support the Project team by contributing to the questionnaire design, and providing feedback on the field research, as and when required.
  • In coordination with the FATA Advisor, submit a final technical report at the end of the Project
  • Work closely with CAMP’s management in developing a future strategy for programming on reformation of the Jirga system.

 

Requirements:

  • Master’s or higher degree in law
  • At least 8 -10 years experience
  • Thorough understanding of  Human Rights Law and international instruments
  • Strong analytical and writing skills
  • English language fluency; Pashto preferred  

 

FATA Advisor (1 position, based in Islamabad)

The FATA Advisor, in close coordination with the Legal Advisor FATA project, will be responsible for providing technical expertise to CAMP’s project on ‘Reforming the tribal jirga system in Pakistan’s tribal areas’. Reporting to the Project Manager, he/she will be primary responsible to:

  • Conduct a thorough desk review of available literature on Jirga in the tribal areas of Pakistan including but not limited to policy documents, surveys conducted by different stakeholders, research articles etc.
  • Conducting national level consultative workshops in close collaboration with the Legal Advisor and present a paper on his/her findings
  • Support the Project team in designing the research tools and providing feedback on the field research as and when required.
  • In coordination with the Legal Advisor, submit a final technical report at the end of the Project
  • Work closely with CAMP’s management in developing a future strategy for programming on reformation of the Jirga system.

 

Requirements:

  • Master’s or higher degree in Social Sciences or relevant area
  • At least 8 -10 years experience
  • Thorough understanding of  FATA and the Jirga system 
  • Strong analytical and writing skills
  • English language fluency; Pashto preferred

 

Project Officer (1 position, based in Islamabad)

The Project Officer will support the Project Manager and the team to ensure smooth day to day operations. Reporting to the Project Manager, he/she will:

  • Provide administrative and logistic support to the project team for office and field activities
  • Make arrangements for meetings, workshops and other events
  • Record and write up meeting minutes
  • Maintain project files
  • Perform other activities as requested by the Project Manager

 

Requirements:

  • Relevant degree
  • 2-3 years experience dealing with admin/logistics
  • Familiar with NGO sector 
  • Flexibility working late hours
  • Good English language, communication and interpersonal skills

 

Team Leaders (2 Positions, based in Peshawar)
The Team Leaders will be responsible for overseeing the field research activities and be responsible for managing a team of field researchers. He/she will report to the Project Manager and coordinate closely with him/her for all field related activities. The team leaders will draw on the expertise of the technical team/advisors.

Requirements:

  • Master’s degree in relevant subject
  • 2-3 years experience in carrying our research related activities
  • Ability to lead a team of field staff
  • Excellent survey/reporting skills
  • Fluent in Pashto; spoken and written English
  • Willingness to travel frequently

 

The following are full time positions for 3 months:

Principal Researcher, Refugee Law (1 Position, based in Peshawar)
The Principal Researcher for the Refugee Law Project will be responsible for all research related activities of the project including the perception survey. He/she will support the Refugee law Advisor in compiling case studies and conducting the national level workshop etc. This position report to the Refugee Law Advisor.

Requirements:

  • M Phil degree
  • At least 5 years experience in designing and conducting research/surveys
  • Sound knowledge and experience in statistics
  • Understanding of refugee issues, particularly Afghan refugees in Pakistan
  • Strong analytical and report writing skills
  • Fluent in Pashto; spoken and written English
  • Willingness to travel frequently

 

Principal Researcher, Jirga (1 Position, based in Peshawar)

He/she will support the Project advisors in compiling cases studies and conducting the national level workshops etc.

  • M Phil degree

  • Understanding of FATA issues, particularly the Jirga system 
  • Strong analytical and report writing skills
